Senate approves salvage-vehicle amendments, delays implementation to July 1992

Senator Craig Peterson said industry and State Tax Commission representatives agreed the extra time would let lawmakers resolve the definition without upending the insurance and rebuilding markets. "By so doing, we'll be able to address the issue more favorably and in more depth," he said.

Under suspension of the rules, senators moved the bill to third reading and final passage. A roll-call vote recorded 27 ayes, 1 nay and 1 absent (transcript tally), and the president announced the bill passes and will be sent to the House.

The action followed a brief procedural sequence: placing the bill at the top of the calendar, a sponsor explanation of the definitional problem, and a roll-call vote. The bill's implementation extension to July 1, 1992, was the central substantive change approved in the special session.

The House will receive the measure next for its consideration; no further Senate amendments were recorded in the transcript. The Senate continued work on other special-session items and recessed to complete committee business.
