Senate advances wide package of bills, moves multiple measures to third-reading
Summary
The Utah State Senate on Feb. 10 advanced dozens of House and Senate measures on consent and second reading, approving resolutions and sending multiple bills (including measures on education for youth in custody, wildlife rules and vehicle-title reform) to further legislative consideration.
The Utah State Senate cleared a broad set of measures on Feb. 10, approving memorial resolutions and sending multiple bills to third-reading or back to the House for further action.
On the consent calendar the Senate passed HCR1, a memorial resolution for Father Thomas J. Meersman; HCR3 and HCR6 honoring local residents and Fort Douglas also moved forward under suspension of the rules. House Bill 93, concerning coordination of services for youth in custody, passed on a recorded vote of 28-0 with one senator absent. Other House bills taken up on the consent calendar included HB118 (swine amendments), HB127 (wildlife license refund) and HB94 (education income-tax checkoff clarification), which passed with recorded tallies noted on the floor.
Senate measures advanced on second reading included SB75 (personal property tax amendments), SB87 (county assessor qualifications), SB77 (division of facilities construction authority), SB72 (expungement of arrest records) and SB78 (acquisition of wildlife land). Recorded votes: SB75 (23 ayes, 0 nays, 6 absent); SB87 (22-0, 7 absent); SB77 (23-0, 6 absent); SB72 (25-0, 4 absent); SB78 (26-0, 3 absent). Several bills were placed on the third-reading calendar for final consideration.
Other second-reading actions sent bills on to the third-reading calendar, including SB95 (real-estate appraiser certification), SB106 (salvage vehicle amendments), SB104 (voter registration information) and SB117 (wildlife amendments adjusting license and tag fees). Notable recorded second-reading results included SB95 (19 ayes, 5 nays, 5 absent) and SB106 (21 ayes, 0 nays, 8 absent). HJR24, a House joint resolution honoring the Davis County Clipper’s centennial, passed the Senate by roll call and was returned for enrollment.
What happens next: measures placed on the third-reading calendar will receive final floor action in later sessions; those sent to the House are returned for further consideration. The Senate recessed for lunch at 12:00 p.m. and planned to resume at 2 p.m.
