Senate advances a slate of bills to third reading; tax, education, environmental and accounting measures move forward
Summary
In a day of wide-ranging business the Senate adopted committee reports and moved many bills — including measures on hunter education records, juror amendments, school fee waivers, enterprise-zone changes, accounting rules and environmental resolutions — to third reading or sent them to the House.
The Utah Senate’s Feb. 23 floor session covered multiple committee reports and votes with numerous bills advanced to third reading, placed on the consent calendar, or sent to the House.
Clerk and committee reports were read early in the session and a set of bills (including HB 140 and HB 194) were placed on the consent calendar after committee chairs including Leonard M. Blackham and Robert F. Montgomery presented favorable recommendations. Several bills were returned to rules for further work, including SB 253 and SB 259 from the Health and Environment Committee.
Notable floor actions included:
- SB 113 (state employee family death benefits): Passed and sent to the House after roll-call (result announced on the floor). - SB 141 (mined land reclamation): Sponsor explained the bill’s limited scope (use of clay for sewer lagoons, pond linings and landfills) and said the fiscal note will show no new funding; bill passed and was sent to the House (25 ayes, 3 nays, 1 absent). - SB 128 (community and economic development technical amendments), SB 136 (substitute on plat filing for subdivisions), SB 129 (enterprise zone amendment including recycling), SB 135 (school fee waiver amendments), SB 198 (boiler inspection amendments), SB 218 (accounting procedures/GASB accruals): each was adopted or placed on the third-reading calendar following committee presentations.
During the day the Senate also passed SCR 12 urging removal (rather than capping) of the Sharon tailings site in Salt Lake County, and read an official citation honoring J. Willard "Bill" Marriott Jr. for philanthropic and business contributions to the state.
A motion to recall substitute SB 123 (photo radar) failed after a division and standing vote; senators discussed circulating a revised substitute overnight for further review. The Senate recessed until 9 a.m. tomorrow and adjourned for the day.
Next steps: multiple bills now on third-reading will return to the floor for final consideration; those that pass third reading will be transmitted to the House.
