Votes at a glance: multiple committee reports adopted and bills moved to third-reading calendars
Summary
During the Feb. 8, 1994 floor session the Senate accepted numerous committee reports, circled and uncircled bills, and placed several measures (including SB 115, SB 128, HB 7, HB 18, SB 119) on third-reading calendars. Many actions were unanimous or near-unanimous; fiscal-note follow-up was requested where substitutes raised costs.
The Utah State Senate handled a busy calendar, taking multiple procedural and substantive actions across a range of bills. Committee reports were accepted for measures including HB 38, HB 7, HB 18, HB 135, SB 105, SB 116, SB 115 and others; many of those motions carried unanimously and the bills were placed on second- or third-reading calendars as indicated by the clerk.
Notable roll calls recorded on the floor during this session included:
- SB 128 (Nurse Midwife Practice Act): Roll call recorded 28 ayes, no nays, 1 absent; placed on third-reading calendar. - First substitute to SB 119 (court commissioner task force): 25 ayes, no nays, 4 absent; placed on third-reading calendar. - HB 18 (penalties for crimes against the child): 28 ayes, 0 nays, 1 absent; placed on third-reading calendar.
Clerks and committee chairs repeatedly reported favorable committee recommendations (dates generally 02/03/1994 or 02/04/1994). Leadership also read rules-committee reports recommending the referral of a broad set of house and senate bills to standing committees; the President assigned those bills to the appropriate committees.
Where substitutes altered funding or membership (for example on SB 119), senators requested revised fiscal notes so the legislative fiscal office can reflect the changes. After completing the calendar work the Senate voted to adjourn until 10 a.m. the following day.
