Utah Senate unanimously consents to governor’s slate of appointments, confirms Robert F. Yates to juvenile court

The Utah State Senate convened an extraordinary session on Oct. 3, 1995, and gave unanimous consent to a set of appointments transmitted by Gov. Michael O. Leavitt, including Robert F. Yates for the Third District Juvenile Court, senators said. The consent motion passed by roll call, with the presiding officer announcing 25 ayes, zero nays and four senators absent.
The appointments were read into the record by Joanne Thomas and included nominees and reappointments across state boards and commissions — the State Board of Regents, several college boards of trustees, the Utah Arts Council board of directors, the Utah Technology Finance Corporation board, the Utah Health Data Committee, members of the Central Utah Water Conservancy District board, and university trustee slots. Terms and expiration dates were read aloud as provided in the governor’s communications dated Oct. 3 and earlier transmittals from Aug. 1, 1995.
Sen. Marine moved that the Senate consent to the appointments "dated October 3 and 08/01/1995 as read," and the motion was put to discussion. Sen. Taylor urged approval for particular nominees, saying in reference to the juvenile court nominee, "If there's anyone who's had experience in the last 20 years, the uniquely prepared and qualifies person to serve, Mr. Yates fits that," and recommending Keith Hamilton for a board position based on his Navy JAG and prosecutorial experience.
After the roll call, the presiding officer announced the result: "25 aye votes, no nay votes, and 4 being absent," and declared the motion passed unanimously. The Senate then invited Robert F. Yates to the microphone. Yates introduced family members and thanked the body, stating, "I'm committed to improving and working on the juvenile justice system, and I've been thrilled to be a part of it for many years. I commit to you that I will faithfully discharge the responsibilities of the juvenile court." The presiding officer and senators applauded the nominee.
The clerk recorded additional communications (including a later transmittal dated Oct. 18, 1995) with more appointments to advisory boards and commissions; the Senate agreed to transmit those communications to the governor’s office for endorsement and public announcement. The body adopted the rules of the 1995 general session for use in this extraordinary session before taking votes, and completed routine roll call and announcements, including scheduling and public-health notices, before adjourning.
The extraordinary session concluded with the Senate instructing appointed senators to wait upon the governor and to notify him that the Senate had concluded its business; the Senate adjourned by motion and voice vote.
