The Hartford City Council convened Nov. 24 and approved the Nov. 10, 2025 minutes after a roll-call vote.
The council moved to place three items on the consent calendar and approved them unanimously: a $100,000 grant from the Greater Hartford Arts Council, acceptance of a FY2023 Justice Assistance Grant totaling $192,481 from the U.S. Department of Justice, and continuation of a lease for Hartford Police office space at 130 New Britain Avenue (the lease was described as a continuation of existing office space used by the Hartford Police Department).
Council members also voted to receive committee communications, including a Public Works/Parks/Environment committee communication discharging a resolution approving the Capital Region East Coast Greenway study recommendation and a Health and Human Services committee report authorizing Hartford’s Department of Health and Human Services to continue using Lattes Kitchen to cook and prepare North End Senior Center lunch meals.
A separate motion referred multiple agenda items to standing committees and set public hearings for Monday, Dec. 15, 2025, at 7 p.m. among them: an ordinance to amend Chapter 6, Section 6-15 (limitation on number of dogs and cats) to the Quality of Life & Public Safety Committee; an ordinance amending Chapter 18, Section 18-20 (extending the filing deadline for rental license applications for buildings with four to nine dwelling units) to Planning, Economic Development & Housing; and an ordinance amending Chapter 7 of the Hartford Municipal Code to Public Works, Parks, Recreation & Environment. The council identified committee assignments and public hearing dates during the referral motion.
The council voted to postpone two items to the Dec. 8, 2025 meeting: item 6.2 (continued use of Lattes Kitchen for North End Senior Center meals) and item 7.2 (confirmation of an appointment to the Board of Education). The council also withdrew item 7.1 (a discharge/confirmation item related to the Board of Education) from the supplemental agenda.
Madam President closed the meeting with a remembrance for the late Town Clerk Noam MacGregor and announced a pre-Thanksgiving community breakfast scheduled for Wednesday, Nov. 26, from 9 to 11:30 a.m. at 210 Capitol Avenue. The council adjourned after those announcements.
