The Utah Senate approved Substitute Senate Bill 121, which addresses oversight of public sports entities and clarifies funding for an Olympic coordinator, after floor debate and a multi-page amendment.
Senator McAllister distributed and explained an amendment that shifts payment authority for salaries, benefits and administrative costs associated with the state Olympic coordinator from the general fund to the Olympic Special Revenue Fund or funds established under the cited subsection; the amendment also includes a contingency allowing temporary payment from the general fund with later reimbursement from Olympic funds if needed. Senator McAllister said the amendment ‘‘authorizes the payment of salaries, benefits, or administrative costs associated with the state Olympic coordinator…from Olympic special revenue fund’’ and noted a reimbursement requirement if the special fund is temporarily inadequate.
Members questioned whether an amended fiscal note was on file; sponsors and leadership said a fiscal analyst could supply the updated note. After discussion, senators called the question. The clerk announced a roll-call result of 25 ayes, no nays and four absent, and the substitute bill was ordered transmitted to the House for consideration.
The action does not itself appropriate new general-fund dollars beyond the contingency language; the amendment designates the Olympic special revenue fund as the primary source and requires reimbursement to the general fund if it is used temporarily.
