The Utah Senate used floor time on Jan. 21 to advance a batch of largely noncontroversial measures to the third-reading calendar and to organize the second-reading calendar for upcoming debate.
What moved: The clerk and sponsors reported the following outcomes on the floor during the session: SB76 (extracurricular activities) was advanced with 24 aye votes and 5 absent; SB77 (trust lands) advanced 24–0 (5 absent); SB87 (adjustment in certified property-tax rate) advanced 22–0 (7 absent); SB93 (Native American Coordinating Board) advanced 23–0 (6 absent); SB113 (legislative oversight and sunset review amendments) advanced 22–0 (7 absent); HJR6 and HJR7 were placed on the calendar after sponsor explanation. Several SCRs and other bills were circled for later consideration.
Process note: Senate leadership said these items were predominantly noncontroversial and had been vetted in interim committees or by the House. Senators were instructed to alert sponsors if they had questions; the President noted staff and technical assistance was available for members working with the chamber’s bill-display system.
Next steps: Many bills were placed at the bottom of the third-reading calendar; those that were ‘circled’ may be pulled later by sponsors for floor consideration. HB228 from the House was transmitted for committee assignment.
Attendance and adjournment: The session ended with reminders about caucus schedules and voluntary computer training; the Senate adjourned until the next scheduled session.
