Senate honors late Rep. Kurt E. Oskarsen, renames organ-transplant fund in his memory

The Utah Senate on Jan. 23 paid tribute to the late Representative Kurt E. Oskarsen and expedited legislation tied to his legacy.

Senator Dimitri introduced a concurrent resolution (HCR 5) recognizing Oskarsen’s decades-long service and contributions to education and public life; the chamber heard personal remembrances from colleagues who noted his commitment to teaching and bipartisan respect. The resolution was read in full on the floor at the family’s request and passed unanimously by voice and recorded roll call (reported 25 aye, 0 nay, 4 absent).

The Senate also considered House Bill 258, the Kurt Oskarsen Children’s Organ Transplant Committee bill. Senator Howell described the fund’s origin and operations: the statute established a voluntary tax-checkoff on the Utah income-tax form in 1992 to raise donations for families facing organ-transplant costs. From 1992 through 1995, taxpayers contributed about $52,000 annually on average to the fund. HB 258 renames the fund in honor of Oskarsen, strengthens donor-awareness activities and removes a sunset date so the program continues subject to the Senate’s oversight changes elsewhere.

Senators moved to suspend rules and pass HB 258 on the same day as a tribute to Oskarsen; the bill passed on a recorded vote (25 aye, 0 nay, 4 absent) and will be enrolled and transmitted to the governor. Senate leaders noted the family’s request that memorial gifts be directed to the transplant fund and reported that the Senate had made a donation to the late representative’s son’s mission fund as a gesture of support.
