SALT LAKE CITY — In a traditional closing appearance on March 4, 1998 the governor addressed the Utah State Senate, praised the chamber’s work during the session and highlighted policy achievements he said would affect tens of thousands of residents.
The governor told senators the session had been efficient and effective, expressing appreciation to members and staff. He singled out several accomplishments he described as consequential, including expanded health‑care coverage for children and investments in public transportation. "40,000 new children will have health care at the end of this year who did not before," the governor said on the floor, framing that expansion as a significant policy win.
He also noted the legislature’s position on nuclear waste siting, saying the state "just don't want them," and thanked several retiring legislators for their service. The governor concluded by urging continued cooperative work across party lines.
The address came after a long floor day in which the Senate moved dozens of House bills; the Senate adjourned the session immediately afterward.
