The Senate amended and advanced Senate Bill 60 Feb. 25, deleting language that would have explicitly covered motor-vehicle rental companies and narrowing the bill to situations involving dealer, repair-shop or similar motor-vehicle businesses.
Sponsor Senator Sarah Mantis said the amendment was intended to keep the bill narrowly focused on businesses that loan vehicles to customers during repairs. "I don't want we wanna keep this as as narrowly defined as possible," Mantis said when proposing deletion of the line that referenced rental companies, adding the bill should avoid pulling rental cars into the measure’s scope.
Debate focused on consumer-insurance implications including permissive-user rules and whether the change might affect personal coverage or physician-insurer interactions. After discussion and a motion to amend the bill (deleting the rental-car language), the Senate called the question and recorded the vote: SB60 received 21 ayes, 2 nays, with 6 absent and was placed on the third-reading calendar.
Next steps: SB60, as amended, is scheduled for third reading in the Senate.
