Senate advances bill requiring insurance support for rare metabolic disorders

Sen. Steele said Substitute House Bill 205 would require insurers to cover medical and dietary support for infants and children with certain metabolic disorders, noting “there are about 1 in 10000 births that are affected by a disease … that causes essential amino acids … to be altered.” The bill’s sponsor told the chamber the coverage includes dietetic support to prevent brain damage and other severe developmental harms.
Supporters framed the bill as a narrowly targeted health mandate that prevents lifelong disability when appropriate dietary therapy is available. Sen. Montgomery endorsed the legislation as a committee-refined compromise, saying negotiators made modifications that satisfied stakeholders. Opponents, including Sen. Hilliard, warned that even small per-member premium increases can burden small employers; Hilliard said mandates can push employers out of the market and invoked ERISA-related limits for large employers.
After limited further debate the Senate called the question and proceeded to a roll-call vote. The clerk reported the result: “Substantive House Bill 205 has 18 aye votes, 8 nay votes, 3 being absent” and the bill advanced to the third-reading calendar.
The next procedural step is third reading and final passage on the Senate floor; supporters said the bill reflects committee negotiation and that many insurers already provide some of the services covered in the bill.
