Senate advances administrative rules, master-deed and special-session resolutions; SCR 1 asked to capitalize housing trust fund

SALT LAKE CITY — During its Jan. 29 floor session the Utah Senate advanced several bills and resolutions across administrative, property-recording and procedural topics and recorded roll-call results on each.
SCR 1 (Olin Walker Housing Trust Fund): Senator Suazo presented SCR 1 urging the capitalization of the Olin Walker Housing Trust Fund at $100,000,000. The motion for final passage carried on the floor; the Clerk announced 18 aye votes, 8 nay votes and 3 absences and said the resolution would be transmitted to the House for consideration.
SB 82 (Master deeds of trust): Senator Hilliard explained SB 82 would allow a lending institution to record a master deed in counties where it does business so that individual transactions would only require recording the legal description and the note. The sponsor estimated county recording savings at roughly $8–$15 per transaction. A roll-call announced SB 82 had 28 aye votes, no nay votes and one absence; the bill will be sent to the House for consideration.
SB 85 & SB 86 (Administrative rules): Senator Stevenson introduced SB 85, a reauthorization mechanism to address rules found noncompliant by the Administrative Rules Review Committee; SB 85 passed second/third reading with no recorded nays on the floor. SB 86 included a floor amendment to allow committee chairs to suspend committee meetings outside an 'annual general session' and to permit other administrative-rule changes; the amendment was adopted and SB 86 passed with a 28–0–1 tally to the House.
SJR 6 (Special sessions): Senator Blackcomb presented SJR 6, clarifying that the legislature may add items to a special-session agenda by two-thirds vote. After floor discussion the resolution passed on a roll-call of 19 aye, 9 nay and 1 absent and will proceed to third reading.
SJR 5 (Electronic voting resolution) failed in a separate vote (11–16–2), and SB 73 (beer distribution bill) advanced to third reading (27–0–2).
The Senate adjourned and will reconvene at 10 a.m. the following day for remaining business.
