Senate advances multiple House bills to third-reading calendar and tables others
Summary
On Feb. 10 the Utah Senate sent numerous House bills—including appropriations and policy bills—to the third-reading calendar (HB 240, HB 203, HB 42, HB 213, HB 30, HB 25, HB 154, HB 206, HB 217, HB 58, HB 92, HB 246) and tabled or circled several for fiscal review or further work.
The Senate moved a slate of House bills through the second-reading calendar on Feb. 10, advancing many measures to third reading and tabling others for fiscal review.
Key actions included advancing HB 240 (a $500,000 appropriation to support local land-use planning) to the third-reading calendar and placing it on the table; HB 203 (stocking amendments) was uncircled and advanced; HB 42 (school-district bidding procedures) and HB 30 (school-bus headlight rules) were each advanced to third reading without recorded opposition. HB 213 (workers' compensation fund amendments) and Substitute HB 206 (clarifying DCED board duties) also advanced to the third-reading calendar, as did HB 217 (wildlife amendments), HB 58 (special service districts and 911 consolidation), and multiple appropriations including HB 92 (Soldier Hollow appropriations) and HB 246 (archives appropriation).
Some bills were tabled or set aside for fiscal or committee follow-up. Notably, HB 25 (environmental literacy appropriation) was placed on the third-reading calendar and later tabled on that calendar for further discussion of fiscal timing. HB 154 (mapping RS 2477 rights) moved forward but was tabled for fiscal impact consideration. Procedural motions, roll calls, and several conflict-of-interest disclosures accompanied the day’s work.
What happens next: Each advanced bill will appear on the third-reading calendar where the full Senate can consider amendments and take final passage votes. Several tabled items will be revisited with fiscal committee reports or revised language.
