SALT LAKE CITY — The Utah Senate on Feb. 10 passed Senate Bill 6, a seat-belt bill aimed at increasing seat-belt use and child-restraint compliance, after hours of debate over enforcement, civil-rights concerns and proposed incentive-based changes.
Senator Paul Montgomery, the bill sponsor, said the measure seeks to save lives and target protections for younger occupants and children. "There's a common cliche up here that you'd rather get half a loaf than no bread at all," Montgomery said in urging colleagues to support the bill as amended.
