On Jan. 18, 1999, the Utah Senate’s rules committee briefly read in multiple bills and resolutions and recommended committee referrals and placement on the second-reading calendar. Clerks read long lists of bills assigned to committees including Education, Judiciary, Energy, Natural Resources and Transportation and Public Safety.
Senators were specifically told many of the items were intended to be noncontroversial and could be taken up quickly once placed on the second-reading calendar. The rules reports identified bills by number and short description (examples: SB 65, impact fee arbitration; SB 13, Board of Regents oversight; SB 16, gang enhancement amendments; SB 77, electronic transmission of tax notices; SB 83, Heber Valley Historic Railroad Authority; SB 11 and SB 12, driver licensing-related bills; and a resolution, SDR 4, encouraging effective water management).
A motion was made by Senator Pownall to lift SJR 2 from the State and Local Affairs Committee and place it at the top of the second-reading calendar; the chair explained SJR 2 appoints John Massey as a legislative fiscal analyst. The chair called for the ayes, heard unanimous assent and placed SJR 2 on the second-reading calendar.
Why it matters: The rules committee’s action is a routine but necessary step that determines how quickly bills reach floor consideration. Placing SJR 2 on second reading allows the Senate to consider the appointment without sending it to committee.
