Utah Senate adopts rules changes and adds concurrence calendar

The Utah State Senate amended its internal rules and approved a new process for handling returned House amendments on Jan. 19.
SR 1, which the Rules Committee presented with floor amendments, narrows the Rules Committee’s authority to alter interim committee bills after they have passed a standing committee unless the bill sponsor provides written consent. The presiding officer and floor proponents said the change is intended to prevent ad hoc alterations to bills after committee review and to clarify assignment authority for interim bills. The amendment to SR 1 carried and SR 1 later passed by voice and recorded vote; the Senate recorded a unanimous 29 aye vote.
Separately, SR 2 established a concurrence calendar to create an organized process for Senate consideration of House amendments returned for concurrence. The presiding officer said the change will make it easier to track concurrent items and reduce confusion about where sponsored bills stand; SR 2 passed and was placed on the second-reading calendar (recorded 26 aye votes, 3 absent).
The floor debate focused on procedural mechanics — who may amend bills and when — rather than on policy content. Senate leaders said the changes are meant to improve transparency and predictability in the legislative workflow. The new rule language applies to interim-committee-origin bills and adjusts how interim bills may be assigned to standing committees.
The Senate’s adoption of SR 1 and SR 2 will take effect as the chamber updates its 1997 rulebook; the changes were forwarded to the calendar for third reading or placement as required by the chamber’s rules.
