SALT LAKE CITY — Senators heard presentations on Second Substitute House Bill 259, a pilot program to create differentiated responses to reports of child abuse and neglect, and voted to circle the bill for further consideration.
Senator Stevenson and Representative Brock Martin described the measure as a consensus product developed with participation from the attorney general's office, DCFS and other stakeholders. The bill creates a "family assessment" intended to be less intrusive than a full investigation while ensuring child safety.
Senator Steele said the auditor's review of a prior test program identified problems, and he expressed concern that the family assessment as drafted might allow staff not to speak with the child outside the presence of adults who may have abused or neglected the child. "There is concern about the bill," Steele said, noting audit findings and recommending further consideration.
Because of the late hour and unresolved concerns, senators voted to circle the bill, deferring further debate and action to a later time.
The sponsor indicated the pilot was developed with multiple agencies and stakeholders and described it as an attempt to create a less intrusive assessment while maintaining child safety.
No floor vote on final passage occurred; the bill is scheduled for further consideration after additional review.
