Senate accepts committee reports, sends scores of House bills to consent calendar and rules

The Education Committee recommended favorable action on House Bill 156 (education ethics code), House Bill 230 (Insurance Department health policy responsibilities) and other higher-education and tuition-related items. The Revenue and Taxation Committee reported favorable recommendations on tax measures including Senate Bill 178 (income tax amendments) and bills related to sales and use taxes and Olympic Games-related fees.
"These are transmitted for consideration," said Carol Lee after the clerk read the items. Speaker 3 moved to accept the committee reports and to refer the bills back to rules "so we can reprioritize and put it back on the board," a motion the Senate approved by voice vote.
Senators amended the motion on the floor to place Senate bills at the bottom of the second-reading calendar and to return House bills to the rules committee for prioritization. Several committee chairs subsequently recommended that specific bills be placed on the consent calendar for the second reading, including House Bill 115 (Condominium), House Bill 303 (disclosure of prior school employment), HJR 12 (encouraging study of alcoholic beverage server training), and others.
The floor also recorded notices of bills returned to the Secretary of the Senate dated Feb. 20, 2000. That notice included Senate Bill 117 (Utah Department of Transportation construction and maintenance matter) and Senate Bill 51 (sales and use tax exemption for certain manufacturing purchases or leases), each returned with amendments on specified pages.
Outcome and next steps: The motion to accept committee reports passed by voice vote; bills were routed to the rules committee or placed on the consent calendar as announced.
