Council approves $3.95 million in warrants, introduces housing-liaison ordinance and authorizes redevelopment probe

The Franklin Township Council on Dec. 10 approved warrants totaling $3,948,716.20, introduced an ordinance to add a municipal housing liaison and authorized a planning-board preliminary investigation into possible redevelopment areas.
The council presented the warrants for payment ($3,948,716.20) and, following a motion and second, adopted them by roll call. The clerk polled councilmembers individually and the motion carried.
The council introduced Ordinance 44-58a-24, an amendment to chapter 81 (affordable housing) to add a municipal housing liaison. The mayor said the ordinance is a re-do of language passed at the prior meeting to correct errors, and the clerk set a public hearing and final adoption for Jan. 7, 2025, at 7 p.m. The ordinance was introduced by roll call vote.
On redevelopment, the council approved Resolution 24-4-21 authorizing the Planning Board to undertake a preliminary investigation to determine whether specified parcels qualify as an 'area in need of redevelopment' pursuant to the New Jersey Local Redevelopment and Housing Law. The motion passed on a roll-call vote; the record notes Councilman Wright stepped away for part of the proceedings.
Other procedural business: the council presented and adopted the consent agenda (items a through y) by roll call. The body also approved a resolution authorizing an executive session to discuss potential litigation and redevelopment matters; the executive session occurred during the meeting and the council returned before adjourning.
