Utah Senate honors Salt Lake Community College President Frank W. Budd on retirement

The Utah State Senate honored Salt Lake Community College President Frank W. Budd on Feb. 17 with an official citation recognizing his leadership since 1991 and his announced retirement effective June 30, 2000.

Senator Mansell, who introduced the citation, praised Budd for setting “a high watermark for a community college” and noted renovations, expanded programs and outreach that, Mansell said, helped the college “blossom.” Several other senators — including Jones, Petersen and Hilliard — offered personal tributes and recounted decades‑long connections to Budd and his family.

President Frank W. Budd accepted the citation and told the chamber he is retiring from the presidency but not from work: “I am retiring as president, and I'll be moving on to Weber State University, a Regent Professor of Criminal Justice,” he said, adding he looks forward to returning to the classroom. Budd thanked college staff, students and trustees and referenced a long tenure of shared initiatives and campus projects.

The Senate resolved into a Committee of the Whole to hear Budd and then dissolved that committee after remarks and presentation. The citation text, read in open session, credited Budd with institutional renovation projects, leadership training programs and efforts to expand diversity among employees and students.

The presentation included recognition of Budd’s family, and Budd’s remarks emphasized gratitude and plans to teach. No formal legislative action (such as an appointment or appropriation tied to the citation) was taken as part of the presentation.
