Senate advances a slate of bills on tax, education, public‑safety and transport; many pass unanimously

The Utah State Senate advanced a broad group of measures during floor sessions Jan. 29–30, 2001, approving a mix of consent items, policy changes and technical fixes and sending many to the House for further action.
On the consent calendar the Senate approved Senate Bill 106 (municipal‑bond secured‑transaction language) by unanimous voice; the Clerk recorded 25 aye votes and four absences. The body also passed bills addressing individual income tax filing thresholds (SB 34), unlawful use of laser pointers (first substitute SB 101), an attempted‑murder sentencing amendment (SB 103) and commercial‑driver licensing changes near railroad crossings (SB 52). Those bills were forwarded to the House after recorded roll calls reporting 26–28 aye votes depending on the item.
Several other measures were placed on third reading or passed to the third‑reading calendar for final consideration, including SB 118 (Emergency Management Assistance Act), SB 124 (Education Resource Centers), SB 56 (DUI penalty amendments), SB 111 (adoptive‑parent investigation changes) and SB 22 and SB 114 (bills related to Navajo Nation taxes and economic development). House bills considered on the floor during the same period included HB 35 (Utah Technology Infrastructure Innovation Program), which passed by 28 ayes and will be enrolled for the Speaker’s signature.
Many votes recorded unanimous or near‑unanimous support. Where roll‑call tallies were read into the record, the chamber recorded: SB 106 (25 ayes), SB 34 (26 ayes), first substitute SB 101 (26 ayes), SB 103 (26 ayes), SB 52 (28 ayes), SB 118 (28 ayes), SB 122 (28 ayes), SB 124 (27 ayes), SB 56 (28 ayes), SB 111 (27 ayes), SB 125 (25 ayes), SB 22 (25 ayes), SB 114 (27 ayes) and HB 35 (28 ayes). Several other bills were circled or tabled for later action because of outstanding fiscal notes or requested amendments.
The Senate also made procedural moves: it adopted multiple committee reports, moved items to the second‑reading calendar, and resolved into a Committee of the Whole for a gubernatorial announcement. Several bills were placed on the third‑reading table or circled for amendment where sponsors asked for additional language or where fiscal issues remained unresolved.
The chamber recessed and adjourned after handling third‑reading placement and tabling several items for subsequent debate.
