Strong addressed the chamber, calling his time with the Legislature a privilege and thanking staff and family: "I have treasured every single minute that I have had the privilege" to serve. Senators from both parties followed with personal remarks, crediting him for mentorship, fairness and institutional improvements.
A roll‑call vote recorded 29 aye votes, no nays and no absences; the Senate forwarded the resolution to the House for enrollment. Colleagues then gave Strong a round of applause and invited his family forward as part of the recognition.
The resolution will be enrolled and a copy presented to Strong as the Legislature’s formal expression of appreciation.
