Utah Senate advances broad slate of bills on third reading, including vehicle-title, tobacco enforcement and juvenile reforms

On Jan. 22 the Utah Senate moved dozens of bills through second and third reading: SB6 (vehicle title), SB7 (cigarette tax/contraband enforcement), SB8 (repeal National Guard Advisory Board), SB11–SB13 (youth and safety measures), SB18 (special-district withdrawal), SB20 (irrigation district bonding provisions amended), SB21 (vehicle registration), SB22 (attempted murder sentencing), SB23 (workforce services), SB26 (serious youth offender amendments), and others — most were passed and referred to the House or moved to third reading.
The Utah Senate completed a heavy legislative agenda on Jan. 22, carrying a large group of bills through second and third reading on a variety of subjects including vehicle title procedures, tobacco-contraband enforcement, juvenile justice and local-government rules.
Notable final-passage actions included Senate Bill 6, a Tax Commission–sponsored amendment allowing a single owner to apply for a vehicle title or lost-title application; sponsors said the change expedites service and does not alter ownership rights. The Senate recorded 26 yes, one nay and two absences on SB6; the bill was referred to the House for further consideration.
Senate Bill 7, described as strengthening enforcement of a model statute intended to protect annual tobacco settlement funding, passed with 25 yes, one no and three absent. SB8 (repeal of an inactive National Guard Advisory Board) passed 27–0 with two absent.
Other measures the Senate passed or moved forward included SB11 (creating a custodial-offender offense for sexual relations with youth receiving state services), SB12 (transfer of youth-services oversight to expand early intervention), SB18 (withdrawal procedures for special districts, appealable on the record under an arbitrary-and-capricious standard), SB20 (clarifying bonding and revenue/fee treatment for irrigation districts with a floor amendment specifying survey costs be paid by the district) and SB21 (motor vehicle registration housekeeping).
Several passage votes were unanimous or near-unanimous; roll-call tallies were read on the floor for each bill. Where sponsors asked for 'circling' (setting a bill aside for further amendment or drafting), the clerk recorded that status and sponsors agreed to return the bill later.
Process notes: The Rules Committee reports were adopted and several House-passed bills were transmitted to the Senate for referral. Bills with fiscal or substantive concerns were circled or recirculated by motion to allow sponsors to refine language. The Senate recessed for committee meetings and adjourned to reconvene the next morning.
