Senate advances dozens of measures to third reading; SB 40 carries $200,000 fiscal note

On Jan. 22 the Utah Senate advanced a wide set of bills to the third-reading calendar, adopted committee-substitute language on multiple measures and circled others for later debate.
Rules committee reports early in the session placed numerous bills on second-reading calendars and recommended assignments to standing committees. The floor later advanced bills including SB 5, SB 26, SB 27, SB 33, first-substitute SB 34, SB 35 and SB 36 to third reading by roll-call votes. Several bills were "circled" (set aside for later consideration), including SB 29, SB 32 and SB 37.
Sen. Knudson, presenting SB 40 (tuition assistance appropriations for the National Guard), said the program aids recruitment and that every cent is allocated for tuition assistance; she disclosed a fiscal note of $200,000. Senators questioned pool size and carryover; Knudson said she would provide carryover figures before third reading. The body also introduced new Senate bills (SB 131 and SB 132) that were assigned to the rules committee.
Many of the measures advanced on Jan. 22 passed by unanimous or near-unanimous voice or roll-call votes and will return to the floor for third-reading consideration.
