Senate advances rule changes, tax and e‑government legislation; several bills moved to third reading

The Utah Senate adopted a package of procedural changes and moved several policy bills forward during its Jan. 24 floor session.
Senate Rules Resolution 3, presented by Senator Hilliard, requires committee chairs to declare whether an issue passed or failed at the end of a vote and to record individual yes/no votes "so that it's recorded in the minutes." Hilliard said the change "makes it clear in our rules that the chairman of a committee will declare at the end of a vote whether the issue passes or fails and declares who has voted so we know who's voted yes or no." The resolution passed on a roll-call vote and will be signed in open session and enrolled.
On policy matters, the Senate passed SB 14 (recodification and revision for the Governor’s Office of Planning and Budget), SB 20 (facilitation of e‑government services), and a set of joint rules resolutions to modernize printing and committee processes (HJR 5, HJR 6, HGR 8, HGR 9). Senator Bramble summarized first substitute SB 23, a telecommunications tax and franchise reform bill that would allow municipalities to impose a uniform telecom license tax in exchange for giving up separate right‑of‑way fees and ending individual franchise agreements.
