Senate Confirms Dozens of Governor’s Appointees in Extraordinary Session

The Utah Senate, convened in an extraordinary session on June 3, 2003, consented to a slate of gubernatorial appointments transmitted by Governor Michael O. Leavitt. The communication presented appointments across multiple state boards and commissions, including but not limited to:
- Ted Boyer to the Public Service Commission (term to expire 03/01/2009) - Claire Bachman as executive director of the Department of Commerce - Jesse Gallegos to the Board of Pardons and Parole (term to expire 02/28/2008) - Appointments and reappointments to college and university boards of trustees and the State Board of Regents, air quality and housing boards, the Arts Council, the Board of Aging and Adult Services, the Horse Racing Commission and other state boards.
Senator Valentine moved consent to the appointments as listed. Senators debated briefly on the floor; several members offered remarks in support of specific nominees and one senator declared a potential conflict of interest related to Ted Boyer, noting a prior legal relationship. The Senate conducted a roll-call vote and recorded 28 aye votes, zero nays and one absence; the nominations were confirmed.
Confirmed appointees addressed the chamber. Ted Boyer, who will serve on the Public Service Commission, said he "look[ed] forward to this new challenge and opportunity" and pledged fairness and impartiality. Claire Bachman, named Commerce director, said she would "continue in [the] tradition of finding that judicious middle ground between promoting commerce and protecting the public." Jesse Gallegos thanked the Senate and noted his decade of work in corrections.
Following confirmations, the Senate resolved into a Committee of the Whole to hear some appointees and completed committee appointments to notify the governor and House before adjourning the extraordinary session.
