Ramsey council approves consent resolutions, confirms officer hire and notes infrastructure updates

The Borough of Ramsey approved consent resolutions and heard administrative and committee updates during its Dec. 11 meeting.
By consent, the council approved resolutions numbered in the 2/28–2/35 2024 block (as read). Items included appropriation transfers (noted as budget reallocation, not a tax change), approval of 2025 salaries for nonunion employees (2% increases), and a retirement resolution for Deputy Clerk Sherry Richards effective March 1, 2025.
Borough Administrator Bruce Bogat said the appropriation transfer simply reallocates funds between budget lines and "does not have any tax impact." He also described the hiring process that led to the recommended appointment of Aiden Brewer as a probationary police officer; the council confirmed the appointment and the administrator said Aiden Brewer will enter the police academy in January 2025.
Council also recorded support for a proposed amendment to the Fair Housing Act methodology put forward by the New Jersey Institute of Local Government Attorneys; the resolution asked for a more realistic methodology for calculating municipal affordable-housing obligations.
On infrastructure, the public-safety report said the detailed design and bid documents for the planned Ramsey emergency services complex will be finalized and publicly advertised under the New Jersey Local Public Contract Law; officials expect the project to go out for bids in the first quarter of 2025 and said final decisions will depend on bid results. Councilwoman Judy Cusick briefed the body on water-supply concerns, explaining that U.S. EPA PFAS water-quality limits affect Ramsey and that H2M (architectural/engineering firm) is working with the water department on treatment approaches. She also said that New Jersey Department of Environmental Protection lead-service-line replacement legislation requires replacement of lead service lines by 2031.
The council approved two special permit requests: Saint Paul Church to lead a procession for Our Lady of Guadalupe (12/14/2024) and a La Befana cultural event on the sidewalk in front of a local bakery (01/05/2025). The meeting closed with a schedule announcement for the borough reorganization on Jan. 6, 2025.
The council unanimously approved the consent block and personnel confirmations; no controversial dissent was recorded on these agenda items.
