Salt Lake City — The Utah Senate on Feb. 26 handled a large second‑reading calendar, advancing a mix of policy, administrative and procedural measures.
Notable floor actions: the Senate advanced SB174 (adoption of the uniform juvenile compact) to third reading on a unanimous voice/roll call; SB158 (criminal offense amendment regarding absconding) passed its third reading with broad support; first substitute SB53 (county and municipal billboard zoning) passed to third reading after sponsor remarks and negotiated amendments; and SB176 (allowing industrial loan corporations to convert to LLCs) and SB178 (mortgage broker/manager licensing and a recovery/education fund) moved forward after sponsors described stakeholder engagement and implementation timelines.
The Senate also, under suspension of the rules, lifted House Bill 2 (general obligation bonds), HB328 (revenue bond and capital facilities authorizations) and newly introduced SB248 (transportation general obligation bond) to the top of the second‑reading calendar and circled them for expedited consideration. Sponsors said bond presenters would be prepared at the resumed session.
Many of these items drew limited floor debate and moved by roll call or voice vote; several bills contained technical amendments agreed to in committee or by negotiation. The Senate recessed and adjourned until 9 a.m. the following day after scheduling the bond presentations and completing a sequence of third‑reading votes.
