The Utah Senate received and adopted a series of committee reports on Feb. 20, 2004, moving numerous bills to standing committees and placing others on the second-reading and consent calendars.
The rules committee recommended assignments for bills to committees including Business and Labor, Education, Revenue and Taxation, and Judiciary (SEG 059–066). Senator Hilliard moved adoption of the rules report and the motion passed by voice vote. Standing committees then reported favorable recommendations on a range of bills: Business & Labor recommended substitutes and amendments for bills on billboards, mortgage brokers and insurance matters; Health & Human Services recommended measures related to rural healthcare access and homelessness; Education and Government Operations reported favorable recommendations on bills within their jurisdictions (SEG 080–160).
Committees also recommended multiple items for placement on the consent calendar; the Senate adopted these recommendations and placed the bills on consent by voice vote (SEG 186–229). The clerk and committee chairs provided the formal transmittals of House-passed bills and committee action to the floor, and the session proceeded to consider specific calendar items.
These procedural steps govern how and when individual bills will be scheduled for further debate, amendment and final votes.
