Senate advances multiple bills to third reading and refers several measures to the House

During the Feb. 9, 2004 floor session the Utah Senate advanced multiple bills to the third‑reading calendar and referred several others to the House, including SB 138 (fishing/hunting licenses), SB 133 (motor‑fuel administration), SB 143 (attempt amendment) and HB 72 (release of claims for minors).
The Utah Senate used floor time on Feb. 9 to move a number of bills forward and to circle others for amendment. Notable procedural and substantive actions included:
- House Bill 72 (release of claims on behalf of a minor): Placed on the consent calendar and adopted unanimously by senators present; to be signed by the President and returned to the House for the Speaker’s signature.
- First Substitute Senate Bill 138 (fishing and hunting license eligibility): Sponsor Senator Gladwell said it expands eligibility so individuals who turn 12 by the end of the year may obtain licenses; the bill passed on roll call and was referred to the House.
- Senate Bill 143 (criminal‑code attempt amendment): Sponsor said the amendment updates attempt provisions of the criminal code; the bill received a roll‑call vote and passed to the House.
- Senate Bill 133 (bulk delivery of motor fuels): Sponsor said the bill changes the administration of an existing tax exemption without changing tax liability; it passed on roll call and was referred to the House.
- Several bills (SB 134, SB 106, SB 71 and others) were circled to allow sponsors time to prepare amendments or for further committee study; the Senate recirculated or circled these measures as indicated on the floor.
- First Substitute SB 128 (long‑term care facilities assessment) and SB 144 (corporation sole amendments) were both moved to the third‑reading calendar following floor debate.
The Senate recessed until 2 p.m. for lunch and additional floor time later in the day.
