SALT LAKE CITY — The Utah State Senate on Feb. 12 passed Senate Bill 71, a measure to strengthen seat-belt enforcement, by a roll-call vote of 69–12 with one senator absent.
The bill, carried on the floor by Senator Howard Hale, would convert the statute to allow primary enforcement statewide (police may stop a motorist for a seat-belt violation alone), impose a $45 fine with no point penalty and return $30 of that fine if a violator completes an approved safety class. Hale urged colleagues to support the measure because it “is about saving lives.”
