Senate advances amended childcare regulations after committee fixes

Senator Hallowell (sponsor) said the bill had been edited to address questions from committee members and stakeholders and that the contested ‘‘grandma law’’ language had been removed. He described the substitute as an agreed bill and moved the substitute; the Senate adopted the substitution and circled the first substitute for further consideration. ‘‘Part of it was dealing with the grandma law. We took that out of the bill completely,’’ Hallowell said on the floor.
Later in the day the sponsor made a motion to uncircle and place the bill on the third-reading calendar; the first substitute was reported to have received 21 aye votes and was advanced. Floor discussion also covered complaint-reporting procedures and technical clarifications that sponsors said would be handled in rulemaking.
What’s next: The first substitute was advanced to the third-reading calendar for final consideration; sponsors indicated they will provide a final substitute text and technical amendments prior to third reading.
