Utah Senate defeats bill that would broaden local referendums

Opponents including Senator Valentine argued the measure would change longstanding practice by allowing a small number of petitioners to automatically stay government action without a hearing or bond. “What this does is it changes it... it flips it,” Valentine said on the floor, urging senators to vote no.
The Senate proceeded to a roll-call vote; the chair announced the measure was defeated and would be filed. Senators on the floor framed their opposition around preserving procedural protections: they warned the bill could enable litigation or administrative stays without the usual constitutional safeguards.
No formal amendments to revive the measure were adopted on the floor that day. The outcome means the Legislature will not pursue the proposed change to the local referendum process in this session unless the sponsor reintroduces it.
What’s next: The chair said the bill failed and will be filed. If sponsors wish to pursue similar changes they must rework the measure and return it in a future session.
