Utah Senate advances several bills, approves consent items and readings on Jan. 30, 2004

SALT LAKE CITY — The Utah State Senate convened Jan. 30, 2004, opened with prayer and the Pledge of Allegiance, and moved a number of measures through committee and reading calendars, including unanimous consent for routine items and recorded roll-call votes on several bills.
House Bill 37, a package of sunset reauthorizations for interim task forces and committees, passed by unanimous consent after Senator Wadhams said most were 10-year extensions and had been vetted through the interim process. The clerk recorded 29 senators present and the bill was returned to the House with a notation that it had been amended.
On the third-reading calendar, the Senate passed Senate Bill 115, which narrows dates for special and bond elections to either the general election day in November or the primary in June. Senator Bramble said the bill “changes the timing on when special elections bond elections can be held.” The chamber recorded 20 aye votes, 8 no votes and one absence and referred the bill to the House for consideration.
Other recorded actions included: Senate Bill 118 (judiciary amendments clarifying appeals timing in small claims and related procedural changes) which passed 28–0; Senate Bill 5 (Employment Security modifications) which passed 27–0; and Senate Bill 129 (community association clarifications for homeowners associations) which passed 27–0. Clerk announcements also showed Senate Bill 109 (an individual income tax checkoff for the Uniform School Fund) advanced to third reading on a 25–2 vote, while Senate Bills 112 and 86 were moved to third reading on largely unanimous recorded votes.
Senators flagged a number of bills for committee follow-up and scheduling. Senator Blackham invited members to an Energy Policy Task Force session where PacificCorp will report on a recent outage. Technical problems with chamber microphones and access to bills prompted a brief recess during the session.
The Senate closed the day with a brief recognition — Senator Parley Hallowell’s birthday — and adjourned until 10:00 a.m. the following day.
What happens next: Bills passed on third reading will be transmitted to the House for consideration where applicable; items advanced to third reading will return to the Senate calendar for the next consideration steps.
