The Utah Senate on Feb. 14 amended and approved legislation to clarify port-of-entry requirements for local truck traffic and to reduce unnecessary detours to weigh stations.
Senator Knudson, sponsor of SB 144, said the bill fixes an error introduced during the 1998 recodification that forced some local haulers to travel significant extra distance to reach a port of entry. Using the Fruitway/Box Elder County route as an example, Knudson said the measure exempts motor vehicles from mandatory diversion to the port of entry when the detour would substantially increase one-way trip distance, while preserving enforcement tools.
"In speaking with the highway patrol people who patrol this area," Knudson said, portable scales and on-the-road stops remain an option: "If they have a suspect load, they can stop that truck and weigh them at any point along the way." Supporters said the change reduces business costs for local haulers while allowing the highway patrol to enforce overweight rules where necessary.
Opponents and questioners worried about road wear from overweight trucks and asked for clearer data. Senator Bramble said information he received suggested the majority of trucks observed were overweight; he urged follow-up verification. Senator Jenkins, who represents the area, cited specific firms (Fife Construction, Parsons) and said the change would substantially reduce trip mileage for local operators.
The Senate adopted the amendment and recorded SB 144 as receiving 28 yes votes, 0 nays and 1 absent; the bill will be read for the third time.
