Senate clears a package of House bills and substitutes on third reading
Summary
On Feb. 10 the Utah Senate passed multiple House bills and substitutes on the third-reading calendar — including amendments to open-meetings law, special district bonding, land-grant trust investments, transportation tax exemptions and education IT — and returned them to the House or sent them for signatures.
The Senate moved through a series of third-reading items and cleared a number of House bills and substitute measures in a single-floor session. Action included adoption of an amendment and passage of the second substitute to House Bill 14 (open meetings law amendments), which passed 25–0 after a sponsor compromise to permit certain off-site inspections and to add annual training for special service districts.
Other measures the Senate passed and returned to the House (or cleared for signature) included second substitute House Bill 44 (recodification and special-district bonding; passed 25–0), House Bill 78 (land-grant trust investment exemptions; passed 24–0), House Bill 52 (consolidated transportation sales/use tax exemptions; passed 24–0), House Bill 18 (unemployment compensation social-security offset extension; passed 24–0), House Bill 213 (brain injury services clarification; passed 24–0), House Bill 82 (education information technology system; passed 25–0), and several others noted on the calendar.
Several bills were briefly circled, uncircled, or set aside for later language cleanup; the Senate recognized guests during the session and recessed for lunch at 2 p.m. The clerk announced vote tallies and the disposition of each bill as the calendar moved forward.
