Senate debate centers on role of Constitutional Revision Commission as CRC reform bill advances to third reading

A sustained floor debate on SB 189 focused on the constitutional-review process and the proper role of the Constitutional Revision Commission (CRC).

Sponsor Senator Knudson said the bill would modestly reduce commission membership and adjust procedural language to improve process and clarity. Opponents argued amendments were needed to preserve broader access to the CRC and ensure the commission's recommendations were made available to the legislature in a timely way. Several senators warned that narrowing who may request CRC review could limit the legislature’s and members’ ability to obtain technical drafting advice on proposed constitutional changes.

President Valentine framed the commission primarily as a technical body tasked with ensuring proposed amendments fit the state constitution and federal constraints: 'The CRC's role is to serve, number 1, as a technician... to how this proposed amendment is going to fit within the framework of our constitution,' he said on the floor. Other senators, including Senator Bramble and Senator Arendt, urged protecting the CRC’s role as a public-sounding board that provides technical and drafting input before final action on constitutional proposals.

Senators divided the sponsor’s three proposed floor amendments so each could be considered separately; all three failed on the floor after debate. The full bill then advanced to third reading with a recorded 23 yes, 5 nay, 1 absent.
