Senate Rules Committee places several bills on second-reading calendar; SJR 1 passed under suspended rule

SALT LAKE CITY — On Jan. 16 the Utah Senate's Rules Committee recommended a set of bills be placed directly on the second-reading calendar and assigned many measures to standing committees ahead of the upcoming session.
Committee chair Michael Waddups reported that the items had cleared interim processes, received committee hearings and appeared to have broad support; he moved adoption of the committee reports and the Senate agreed to place the listed bills on the second-reading calendar.
The committee also substituted a first substitute for Senate Bill 41 (restrictions on the use of physician disclosures) at the sponsor's request and recommended its assignment to the Judiciary, Law Enforcement and Criminal Justice Committee.
Separately, Senators agreed to suspend the Senate's 24-hour rule so that Senate Joint Resolution 1, reappointing the director of legislative research and general counsel, could be debated and advanced. Under the suspension, Senator Knudson moved SJR 1 for passage; a roll-call vote recorded 29 yes, 0 nay and the resolution was referred to the House.
The Rules Committee report and the SJR 1 action were entered for the record and will appear on the Senate Journal.
The Senate adjourned to reconvene at 10 a.m. Tuesday.
