Senate advances base budget bill adding $98 million and preserves flexibility for appropriators

The Utah Senate advanced Senate Bill 1 on Jan. 17, 2006, moving the measure to the third‑reading calendar after a floor presentation and brief questions.

Sponsor Senator Lyle Hilliard said the bill ‘‘passes into law last year’s base budget and adds to it $98,000,000.’’ He broke the increase into major components: about $61 million for public education growth funded at last year’s levels, roughly $10 million to cover changes in the federal Medicaid match rate, and approximately $6 million for building repair and maintenance needs. Hilliard emphasized the bill is intended to give appropriators a working base for the session rather than to lock in the final appropriation decisions.

‘‘Any agency says great, you passed my last year’s budget, you can’t touch it again, that’s not correct,’’ Hilliard said, explaining the Appropriations Committee would still have authority to amend later enacted bills.

Senators asked for clarifications on which programs were affected and how the funding figures were calculated; Hilliard and staff pointed to distributed handouts and fiscal analysis for details. The sponsor acknowledged the funding does not fully resolve longer‑term Medicaid pressures and said additional deliberations would occur in the relevant committee.

The motion to move SB 1 to third reading passed by roll call; the clerk recorded 25 yes votes, 0 nay votes and 4 absences.
