Senator Higgard noted the fiscal note suggests funds were already credited to the general fund and warned of potential House rules scrutiny; Dayton replied dedicated-credit accounting would leave fees available to the agency and reduce the need for later appropriation requests.
The Senate called the question and approved moving SB8 forward for third reading by recorded vote (29–0).
