Senate advances bill to reduce audit frequency for uninsured-motorist database, cites efficiency gains

Senate Bill 6, presented by Senator Walker, proposes amending the law governing the uninsured motorist identification database so that the State Tax Commission's internal audit unit would perform a verification audit at least once every three years rather than annually. Sponsor Walker said audits to date have shown no contract-compliance problems and that data improvements (twice-monthly motor vehicle and insurer record updates) reduce the need for annual audits.
The bill also clarifies that the insurance department need not independently verify commercial carriers' insurance because commercial carriers obtain operating authority and annual proof of insurance through UDOT and the Federal Motor Carrier Safety Administration.
The sponsor told the chamber that the internal audit unit spent an average of about 470 hours per audit and that three-year audits would allow more efficient use of staff time without jeopardizing accuracy.
After brief remarks and no recorded floor debate, the Senate considered the question and recorded a roll-call result ordering SB 6 for third reading: 27 yes, 0 nay, 2 absent.
