Utah Senate Consents to Governor Huntsman’s Appointments in Extraordinary Session

SALT LAKE CITY — The Utah State Senate convened in a second extraordinary session in May 2007 and unanimously consented to a slate of appointments transmitted by Governor Jon M. Huntsman Jr.
Gary R. Herbert, lieutenant governor, read the governor’s proclamation convening the Senate and the list of appointments. In the proclamation Herbert recited the governor’s language calling the body into session “for the Senate to consent to appointments made by the governor to positions within state government since the close of the 2007 general session.”
Senator Hilliard moved that the Senate consent to the appointments as read. The motion was put to a roll-call vote; after a brief electronic display error the presiding officer announced the motion passed with 24 yes votes, 0 no votes and 5 senators absent. The presiding officer declared, “The appointments are consented to by the Senate.”
The appointments transmitted included, among others, Brian Miller to replace Afton Ryrie on the Crime Victim Reparations Board (term to expire April 15, 2011); appointments and replacements to the Solid and Hazardous Waste Control Board, including Jeff Coombs to replace David Cunningham and Ryan DuPont to replace William Doucette; and reappointments and appointments to the Board of Tourism Development, including the reappointment of John Newman, Michael Bridal, Carlton Christensen and Craig Forrester and the appointment of William Malone to replace Shalice Stokes (terms as read by the clerk). The communication with the list cited Utah Code Annotated 67-1-1 and -2 as the statutory authority for the governor’s transmittal.
Earlier in the session Senator Hickman moved to adopt the Senate rules for the 2007 Legislature for this extraordinary session; the presiding officer called for the ayes and the rules were adopted.
The presiding officer appointed a small committee to wait upon the governor and his representative (the president substituted Senator Walker for the absent Senator Stevenson and named Senators Walker, Eastman and Davis). Senator Eastman later reported that the committee had notified the governor’s representative that the Senate was gathered and prepared to do business.
With the consent vote complete and no further business identified, Senator Bramble moved to adjourn. The Senate voted in favor and the extraordinary session was adjourned.
