SALT LAKE CITY — The Utah State Senate met in a fifth extraordinary session in September 2007 and confirmed a slate of appointments transmitted by Gov. John M. Huntsman Jr., concluding the meeting with a unanimous roll-call approval of the nominations.
The Senate voted 27–0, with two senators recorded as absent, to confirm nominees that included Michael J. Wilkins to the Utah Commission on Uniform State Laws, Don Scott Bird to the Radiation Control Board (to replace Robert S. Pattison), Joel Elstein to the Air Quality Board (to replace Don Sorensen), Lowell Peterson to the Utah State Fair Corporation board of directors (to replace Doug Peterson), and Mike Douse to the Board of Business and Economic Development (to replace Deborah Tansey). The governor’s proclamation calling the session was dated Sept. 4, 2007; the confirmation committee met Sept. 19, 2007.
"We find him to be a man of impeccable conscience, and he's also very well qualified for this job," Senator Darren J. Peterson said introducing Don Scott Bird, who was present in the gallery. The Senate’s natural resources, agriculture and environment confirmation committee reported a favorable recommendation for the Radiation Control Board nominee.
Senator Stoll, speaking during debate, framed the nomination in the context of an expected increase in uranium and nuclear-related activity in Utah, saying, "The nuclear, is going to become a big deal in Utah... We're gonna see a big huge increase, in the future in... uranium mining." He urged support for the mining industry in the district-level projects he described.
The confirmations were conducted under the authority cited in the governor’s message referencing Utah Code Annotated 67-1-1 and -2 and Article VII, Section 6 of the Utah Constitution, which permits the governor to convene an extraordinary session for specified purposes. The docket clerk read each nomination and the stated term expiration dates included in the communication.
The presiding officer announced the results after roll call and said, "The governor's appointments are confirmed." With no further business, the Senate approved a motion to adjourn 'sign and die.'
The session opened with an invocation and the pledge of allegiance; the lieutenant governor’s certificate and the governor’s proclamation were read into the record before roll call and the confirmation votes.
