Senate moves tax package: streamlined sales tax, solar credit and omnibus tax changes pass

SALT LAKE CITY — The Utah Senate completed a series of tax and revenue measures on March 4, approving a streamlined-sales-tax measure and a large omnibus tax bill that together update tax sourcing rules, renewable-energy incentives and several credits.
House Bill 206, carried by Senator Bramble on the floor, reinstates Utah's compliance with the Streamlined Sales Tax Governing Board's framework while preserving an origin-based option for intrastate transactions. Bramble explained the measure adjusts sourcing rules and clarifies taxation of certain digital products to close longstanding remote-sales use-tax gaps. After technical cleanups adopted as Amendment 3 the bill passed 26–0 (with three members absent) under suspension of the rules.
Senator Niederhauser presented the third-substitute of House Bill 359, the omnibus tax package that incorporates prior revenue work (including SB31 and SB64) and newly added provisions. Key changes include extension of renewable-energy incentives for 10 years, a new solar credit (25% up to $2,000 for qualifying solar units), tax-exempt status for locomotive fuel for common carriers to address railroad concerns, and a slight change to the state rate applied to food (from 4.65% to 4.7%) with the incremental revenue split between choke-point highway work and critical highway needs.
The third substitute was adopted on the floor and, after a roll call, passed 24–3 with two absences. Sponsors said much of the bill had been debated already in committee and on prior floor action; opponents questioned some of the new or changed credits. Both HB206 and the third substitute HB359 will be returned to the House for its concurrence on the Senate amendments.
The floor also approved a number of related concurrence items and technical fixes across statutes, keeping the package largely intact as it moves forward in the legislative process.
