Senate floor roundup: committee reports, calendar sweeps and multiple bill actions

The Utah Senate session on Feb. 27 covered a wide set of procedural and substantive items. Early on the chamber adopted a joint conference committee report and approved second substitute Senate Bill 45, which phases an inventory of competitive activities (state first, then first class cities/counties the following year and second class a year later) to allow the Privatization Policy Board to produce a template for local governments.
Senator Stevenson explained the committee's unanimous agreement on the phased approach, noting the committee aimed to avoid imposing an undue burden on local governments. The Senate adopted the conference report and then took a roll call on final passage of the second substitute, which passed with recorded yeas and nays and will be referred to the House.
Senators also debated and moved a series of procedural calendar actions: a motion to "sweep" the second-reading calendar passed, several circled bills were uncircled and substituted, and the Rules Committee report placed a number of bills on the second-reading calendar. Senate leadership and committee chairs emphasized that bills with fiscal notes above $10,000 would not appear on the first list until funded.
On the consent and third-reading calendars, the Senate passed several noncontroversial technical and recodification bills (for example first substitute Senate Bill 278 was moved and passed unanimously under suspension of the rules). The chamber handled multiple substitutions and amendments on House and Senate bills, circled bills pending further amendment or fiscal notes, and tabled certain measures on third reading because of fiscal impact.
Notable votes and procedural outcomes from the session include: adoption of the conference committee report and passage of second substitute SB45; unanimous passage of first substitute SB278 (27-0, 2 absent); circling and amendment activity on HB106, HB40 and HB51; and movement of SB296 (financial institutions) to the top of the third-reading calendar for amendment work.
