Senate clarifies intent of $1 billion transportation bond package
Summary

Senate Bill 283, introduced by Senator Kilpak, was presented to clarify language in a previously enacted transportation bond bill so that the $1,000,000,000 figure refers to the value of projects to be funded rather than an inadvertent statutory cap on bonding authority.
Senator Kilpak said the bill aligns statutory language with the Legislature’s intent and also adds language developed with the Transportation Commission to prioritize projects already receiving funding. "Last year, we passed the $1,000,000,000 bond... this just clarifies that," Kilpak said.
With no substantive debate recorded, the sponsor moved third reading and the body proceeded to a roll-call vote. The clerk reported 25 yes votes, 0 nay, and 4 absent; the bill was ordered to be read for the third time (passed to the third-reading calendar).
The bill’s change is technical language intended to ensure projects receive intended funding priority without altering the overall bonding intent communicated last session.
