Senate OKs resolution authorizing limited electronic interim committee meetings

The Utah Senate passed First Substitute Senate Joint Resolution 7 to authorize limited electronic participation in interim legislative committee meetings. Sponsor Senator Hilliard emphasized narrow scope and safeguards, noting approval must come from the committee chairman, the Senate President and the House Speaker; the resolution includes a central location requirement, three days' notice and limits on the number of remote participants.
Senator Hilliard said the provision is intended as a cautious modernization: "It's the interim...you have to have the approval of the Chairman of the Committee from the Senate side, the President from the Senate and the Speaker." He described the change as a starting point and emphasized the legislature could repeal or adjust the approach if it did not work.
Floor reaction was mixed but the resolution passed on roll call (25 yes, 1 nay, 3 absent) and will be referred to the House. The resolution does not bind the governor or expand permanent remote voting in regular sessions; it applies to interim and special committee arrangements as defined by the rules.
