Senate adopts amendment and passes recalled bill expanding Digital Health Service commission

The Utah Senate recalled first substitute House Bill 24 from the consent calendar, took up a committee amendment and voted the amended measure across the floor, returning the bill to the House for further action.
Senator Knudson told colleagues the amendment had not been properly presented to the full Senate when the bill was originally placed on consent and explained the change: the bill adds a new member to the Utah Digital Health Service Commission (a nurse) and clarifies that all 12 members will be confirmed with the “consent of the Senate.” He then moved passage of the first substitute as amended.
After debate concluded without questions, the Senate ordered a roll-call final passage. The clerk recorded 26 yes votes, 0 nays and 3 absences; the president announced the bill passed and noted it will be referred back to the House because the Senate amended it.
“Now all of you should have that amendment before you,” Senator Knudson said as he described the purpose of the change and moved final passage.
The recall and explicit presentation of the committee amendment were the reasons senators cited for taking the bill off consent for floor consideration. Because the Senate amended the House-originated measure, its next procedural step is transmission back to the House for consideration of the Senate amendment.
No substantive floor opposition was recorded on the motion or on the final roll call.
The Senate then proceeded with other third-reading and consent-calendared business.
