Senate places SJR4 on time-certain, advances technical reviser bill and confirms fiscal analyst; session adjourns amid computer problems

An unnamed senator moved under suspension of the rules to lift Senate Joint Resolution No. 4 from committee and place it on a time-certain calendar for 10:30 a.m. Wednesday so members could act before the Utah League of Cities and Towns' Citizens' Day luncheon; the motion carried. The resolution recognizes the 100th anniversary of the Utah League of Cities and Towns.
Senate Bill 111, the annual "reviser statute" to make technical corrections to prior-session legislation, was introduced by Senator Hickman. Senator Stevenson asked whether the bill affected the state's spending limitation; Senator Hickman said it did not "in any substantive way." Under suspension of the rules, the Senate read SB111 for second and third times and passed it by roll-call vote, 26 yes, 0 nay, 3 absent. The measure was referred to the House for further action.
The Senate also considered Senate Joint Resolution 2, which affirms the appointment of Jonathan Ball as Legislative Fiscal Analyst. Sponsor Senator Bramble described the resolution as codifying the selection committee's action; the resolution was adopted, 27 yes, 0 nay, 2 absent, and referred to the House.
Late in the session senators reported that their chamber computers were locking up and that vote tallies could only be seen via the "all senate" option in the bill browser. Senate leadership said they would meet after adjournment with support staff to address the problem. The presiding officer also advised senators to handle newly ordered microphones carefully; the microphones were described as specially tuned to avoid picking up RF noise from mobile phones and therefore sensitive.
The presiding officer moved to adjourn to allow leadership to meet and address technical problems; the body agreed and adjourned to reconvene at 10 a.m. the following morning.
